Sudan's military council denies agreeing on proposal on formation of sovereignty council

KHARTOUM, May 5 (Xinhua) -- Sudan's Transitional Military Council (TMC) on Sunday denied that it has agreed on any proposal on the formation of a joint sovereignty council.

"Until now, we have not received any document from the mediation team and we have not yet talked about the representation in the sovereignty council," Shams-Eddin Kabashi, the TMC spokesman, said at a press conference.

He further said that the TMC is expected to complete studying the document presented by the opposition Freedom and Change Alliance, noting that the TMC's response is expected to be handed on Monday.

He expressed optimism over success of the dialogue on formation of the transitional period mechanisms, saying "there is no big barrier and we are optimistic over reaching a quick solution under the positive spirit on the part of the two sides."

A mediation committee of independent Sudanese personalities on Saturday announced that the TMC agreed on the committee's proposal on formation of a joint sovereignty council of 7 civilians and 3 military representatives and to be chaired by Abdel-Fattah Al-Burhan.

The committee said another national security and defence council will have 7 military representatives and 3 civilians, also to be chaired by Al-Burhan.

The mediation's proposal also stipulated formation of a council of ministers with full executive powers to be selected by the freedom and change forces under chairmanship of a prime minister and without intervention of the security and defence council except for with regard to security check, provided that the selected ministers are to be approved by the sovereignty council.

On May 2, the TMC received a constitutional document from the major opposition freedom and change alliance relating to institutions and arrangements of the transitional period.
